First, let’s learn some new vocabulary.

たちます　（立ちます）　Group I:　stand up
すわります　（座ります）　Group I：　sit down
つかいます　（使います）　Group I：　use
おきます　（置きます）　Group I：　put
つくります　（作ります・造ります）　Group I：　make, produce
うります　（売ります）　Group I：　sell
しります　（知ります）　Group I：　get to know
すみます　（住みます）　Group I：　be going to live
けんきゅうします　（研究します）　Group III：　do research
しって　います　（知って　います）：　know
すんで　います　（住んで　います）：　live [in…]
おもいだします　（思い出します）　Group I：　remember, recollect
いらっしゃいます Group I：　be [honorific equivalent of います]

This expression is used to grant permission.
(Example)
写真（しゃしん）を　とっても　いいです。　　You may take pictures.
To ask for permission, the question form of this sentence is used.
たばこを　すっても　いいですか。　　May I smoke?
How to answer such a question using the same sentence pattern is as follows. Note that an euphemistic answer is given when permission is not granted.
(Example)
この　カタログを　もらっても　いいですか。　　May I have this catalogue?
—ええ、いいですよ。どうぞ。　　Yes. Here you are.
—すみません。ちょっと。　　Sorry. I’m afraid not.
